Centre for protection of Emigrants Act

In the wake of global recession hitting Indian overseas workers hard, the Government is considering certain amendments to the Emigrants Act to “better protect immigrant workers”.

The proposals, which empowers Indian Missions to ensure decent working conditions abroad, have been discussed by the Cabinet on February 23 – and the Government is now, trying to expedite the process to assimilate them with the 1983 law.

“We are positive that the recession is just a blimp. But such situations could arise again, and so the government wants to put in place a system, that would come up with better responses for similar market effects in future,” cited Ministry of Overseas Indian Affairs (MOIA) Secretary K Mohandas.

With a number of bilateral labour mobility agreements with European Union nations expected to be signed in the near future, the MOIA officials feel the amendments necessary, as it specifies the duties and responsibilities for recruiting agencies, direct employers and the Indian missions abroad.

Mohandas added, “As demand-supply gap for trained work force widens, a young India will be poised to be a major provider of human resources. The amendments will also put in place, welfare provisions for our workers, and entrust obligations for such measures with each stake holder.”
