HP govt issues anti-ragging ordinance

Three weeks after the death of medical student Aman Kachroo allegedly due to ragging, the Himachal Pradesh government today issued a new anti-ragging ordinance under which an offender can be punished with three-year imprisonment or fined up to Rs 50,000 or both.     

The state government issued a notification of the new anti-ragging ordinance after Governor Prabha Rau signed it yesterday, official sources said. The state cabinet on March 20 had approved the Himachal Pradesh Educational Institutions (Prohibition of ragging) Ordinance, 2009. Since the Governor was out of the state, the ordinance was signed only yesterday after she returned.
    
The new ordinance has come in place of the 1992 ordinance, which was neither revalidated nor replaced by a legislative enactment subsequently. The ordinance will be introduced in the state assembly in the coming monsoon session, according to Chief Minister Prem Kumar Dhumal.
    
The death of 19-year-old Kachroo due to alleged severe beating by his four seniors in the hostel of Dr Rajendra Prasad Government Medical College Tanda on March 8 had sent shockwaves across the country.
