11:32am ET Update: Mayor of Louisville held a press conference at 11:15 and provided this information:

There are 20,000 with no power
87 flood emergency calls
Interstates are backed up
No more accident calls being taken by police
St Mary and Norton Hospital ER units are CLOSED
Several structural fires in the city
3.5 feet of water in main public library
Water rescues are continuing
