Medvedev identifies India, China among key partners

Russian President Dmitry Medvedev today identified dynamically emerging India and China among Moscow’s key partners in the creation of a new multilateral global financial order and security architecture.

Medvedev also blamed the policies of the Bush administration for the current financial crisis while making his first state-of-the-nation speech since succeeding Vladimir Putin.

“We will work with our key partners India, China as well as the new US administration and EU for the creation of a just financial order and new security architecture, when one nation does not try to resolve its problems at the cost others,” Medvedev said.

He also underscored the urgent need for the reformation of the United Nations and its apex bodies in order to get down to the global challenges including arms control. 

Medvedev, who was elected president of Russia in March 2008 and took the oath of office today announced sweeping democratic reforms inside the country and major steps in the Kremlin’s foreign and defence policies. 

Unlike in the Yeltsin-Putin-era he delivered his annual address in the Grand Kremlin Palace’s St George’s Hall in place of the Marble Hall, built for the plenary meetings of the Soviet Communist Party.
 
“A barbaric aggression against South Ossetia and the global financial crisis, two very different problems which nevertheless have common traits and a common origin, if it could be said so,” Medvedev said in his opening remarks. 

“A local reckless enterprise (of Saakashvili government) provoked a rise of tensions far behind the  (Caucasus) region’s borders, in the whole of Europe, in the whole world. It called into question the efficiency of international security institutions and practically destabilised the basics of the world order,” the Russian President said. 

Medvedev added that “the global financial crisis started as a local emergency situation in the US but being closely linked with all developed countries, the US economy has pulled down other world markets also and now it has become a global phenomenon.” 

“The lessons of mistakes and crises of 2008 proved to all the responsible nations that it is the time to act and it is necessary to radically reform the political and economic system,” he said.

He said Russia is ready to collaborate with the US, EU and BRIC countries to make this happen and also to make the world a fairer and safer place.
