Police to lift look-out circular against Mannion

The CBI has asked the Goa police to lift the look-out circular (LOC) issued against British national, Micheal Mannion, a prime witness in Scarlett death case.

“We have received a letter from CBI stating that Mannion’s LOC can be lifted,” Deputy Superintendent of Police Tony Fernandes said.

The British national was considered as a prime witness in the case as he had seen the accused Placido Carvalho and Samson D’Souza, with the teenage girl, hours before her body was found on the shore.

Mannion had deposed before the police that he had seen Samson lying on Scarlett.

Interestingly, Mannion was Samson’s guest and had arrived in the country at the invitation of the accused’s French wife.

The LOC was issued against Mannion on March 10 when his interview appeared on the British newspaper which mentioned that he was present in the shack on the fateful night.

Mannion, who had ran away from Goa fearing for his life, arrived in the state on March 15 and two days later deposed before the State police.

Scarlett’s case is currently being investigated by the CBI, which initially had refused to lift his LOC.

Sources confirmed that Mannion had deposed before the central investigating agency for four times and finally today the sleuths asked the police to lift the LOC.
